The FDA permits pyrithione zinc up to 2% in rinse-off products. A shampoo formulated at the ceiling is doing more antifungal work per wash than one at 1%, all else equal.
What's Riding Along With the Active
Sulfates, added fragrance, and synthetic dyes don't help treat dandruff — and on a scalp that's already inflamed, they're common reasons a "medicated" shampoo ends up making things feel worse rather than better.
Fit With Real Contact Time
Pyrithione zinc needs a few minutes of scalp contact to work. A formula that lathers thin, smells strong, or feels harsh gets rinsed early — undermining even a well-concentrated active.
